Introduction
This article is related to an Inspection report of the Ofsted on a Secondary School (Al-Ashraf Secondary School, London) where improvement is focused on “Quality of teaching” along with other points. The reason for my interest that I volunteered in the school for some days and had a chance to come know about academic, management and other relevant factors of the school that boost-up the overall improvement of the school that is a “ Change” in a positive direction of School effectiveness. The key person here is the headteacher, Mr. Khalil Goddard who is serving as a nucleus keeping coherence with all aspects that are improving the management and progress of the students’ overall performance.
The Ofsted inspectors noticed that the teachers don’t focus on the lower-attaining students during lessons so they have no alternatives to become a burden for teachers or to keep themselves in the stream just to copy from the friends or from those on the boards. They also came upon that some teachers ignored their questions about thinking quality, taking any feedback from the students which indicates the extent of their understanding of a particular lesson. According to the Inspectors, teachers had marked inconsistently on the students’ work and no comments about student’s progress or any praise. It kept the students in the darks about their developments. The grammatical skill also found to ignored in the English books and other students works [Ofsted Report (2014), p.4-5]
The data and information that have been in this article are collected directly by me from the school, interviews with the persons of the school from different positions, For example, Headteacher, Principal, teachers, vice-chair, students and so on. Secondly, more information is used in the Ofsted report.

The school desperately needs a change. That will allow finding a way out from the backward position. The question is who is to bell the cat? While going to be informed about the measures underway to bring a substantial CHANGE to the institution, I had separate discussions with the different stakeholders of the school and collected their views regarding enhancement of the desired Change process.
A headteacher is an experienced person who is trying to make a positive change in the School. He plays the central role. He goes to the classrooms and sits at the back end of the class to assess the perspectives of the teachers and students in various directions and he informs the teachers of their progress on the academic side. The principal of the school also put his views on the need for Change in school effectiveness. He emphasized the integrated role of all concerned to bring the change in the institution.
While talking with some of the teachers of the school, I noticed their positive approach towards the vision of the change process. They also agreed to the need for CPD throughout the whole year to bring the achievement. Guardians’ participation, in the process of student success, is highly effective because they nourish their kids for a long time at home.
The school authorities are keen to deliver the best education or learning to the students to have a good outcome but practically they are failing to reach the goal as the Ofsted inspection report shows different pen-picture.[ An inspection report by Ofsted p.4-10, Al-Ashraf Secondary School]. I have Chosen the Fourth way of Finish model of change as this has now become something to be followed by the other institution to get better performance.
The process of change needs some by the key position person in an institution along with the integrated support, utmost cooperation from every component to make a success. Fourth Way of Finland education that globally attracted their recent success in education. I noticed in a video presentation by a Finnish teacher who highlighted the key reasons behind the success. He told that the Finish public education is based on Equity, Trust, and accountability for the students. He emphasized accountability “when accountability is left, responsibility goes away”……………
